When you put the incentive in place, the idea was to let the riverside indutrial district empty itself out as much as possible without direct interference on your part, then go in and clean it up.\n\nHowever, Buttsville's environmental activists aren't as patient as you are. The musicians of Buttsville have never been more popular, as a massive traffic jam after Erotic Cheese Foundation's concert proved — the jam lasted well into the next morning, snarling up traffic on the Big Booty Boulevard and beyond.\n\nConcert-goers and commuters alike call and email your office, demanding road improvements to alleviate the congestion. To be honest, you can't think of another way to get a road built; they just appear, and perhaps the roundabouts aren't quite perfect circles and the offramps from the highway don't make a lot of sense, but damn it, that's what makes Buttsville unique!\n\nSure enough, a few days after you push the button, a new marvel of civil engineering graces the city: an elevated parkway, built directly over the Boulevard, with on- and offramps connecting it to other busy arterials. It looks like it shouldn't work at all, but it ends up doing an admirable job at easing traffic congestion.
